1st and 2nd time bars in measure count

I'm working on a piece that has some 1st and 2nd time repeat bars. How are these to be considered when setting up measure number regions? When repeating in playback, Finale does not go back to the specified bar, but a couple of bars later. I have not included the 2nd time bars in the measure numbering.

A solo piece?

Or an ensemble piece?

For clarity, indicate the numbers of the first-time measures, and the first second-time measure.”

I am sorta rebel as I don't really care how somebody says or claims how things should be. I only want to make sure that the musicians know and easily understand what I want and intend. Do it however it makes the most sense to you and your intended group. If that means following the book fine if it doesn't that is OK too.

There's an old practice of not including the first ending when numbering measures. I'm not sure how that came about, but I think Elaine Gould's advice of numbering everything, as quoted by Peter above, is good, and that's what Finale does by default.
