P.S. : for Eb/F, it is common practice to define the alternate bass "As Subtext".

Exactly what do you mean by "as subtext"? If you're talking about the vertical stacked format, that would most commonly be interpreted as a polychord (Eb Maj over F Maj) as opposed to the intended Eb Maj with an F in the bass as indicated here.

i.e.
Click in the staff to instantiate the chord definition box—define the chord
Select alternate bass and sub-menu as subtext—Finale changes the chord notation to the tonic
If I change the chord notation in the box at the top back to what I want—leaving the alternate bass settings as they are the chord displays exactly as before.
This might be a bug
(I also don 't like how spread-out this format looks, though I do like that is lowers the letter of the bass note)
